FOURTH AVENUE UNDERPASS CONSTRUCTION ALERT
This is a continuing series of construction alerts that will be issued throughout the construction of the 4th Avenue Underpass Improvement Project. These alerts will announce construction, detour and closure information as it affects traffic. Motorists are asked to obey all posted speed limit signs within the construction area and be alert for construction crews and personnel working in the area.
- With the Congress St. and Toole Ave. scheduled to open March 3, 2008, the contractor is completing work in the roadway, preparing to pave at the end of the month.
- The intersection of 4th Ave and 9th St is open and will remain open through the gem show.
The contractor finished placing and welding track on Congress St. this past week.
Sidewalk and curb improvements along N. Toole Ave. are complete.
The contractor has begun shoring the 4th Avenue underpass.
The following traffic impacts will remain in effect:
- Congress Street, between Toole Avenue and 5th Avenue, will be closed. This closure is expected to be in place through March 3, 2008.
- Westbound Broadway traffic, between South Toole Avenue and 5th Avenue, will share travel lanes with eastbound Broadway. At 5th Avenue, westbound Broadway traffic will be redirected onto Congress Street. This traffic detour is scheduled to be in place through March 3, 2008.
- Construction of drainage facilities on 9th Street/Stevens Avenue between 4th Avenue and 8th Street continues. 9th Street/Stevens Avenue will remain closed through mid-March 2008. Business access will be maintained via 4th Avenue.
- 4th Avenue Underpass is closed to vehicular and pedestrian traffic.
- Fourth Avenue businesses can be reached by using 6th Street.
- Left turn movements, from east or westbound Broadway, onto 5th Avenue, will not be allowed.
- North Toole will remain open and can be accessed from westbound Broadway by traveling north on 5th Avenue to Toole. Eastbound Broadway traffic can reach North Toole by traveling north on 6th Avenue to Pennington, then east to Toole.
- Stevens Avenue, between 9th and 10th Streets, east of 4th Avenue, is closed. This is a permanent closure. When the project is completed this area will serve as a pedestrian entrance and walkway for the new Fourth Avenue underpass.

- The sidewalk along the north side of Broadway, between South Toole and Barraza-Aviation Parkway, will be closed through Mach 3, 2008.
- Parking is available at the Pennington Street Garage. The entrance to the garage is located on Scott, just north of Congress Street.
Access to all businesses within the construction area will be maintained at all times. The traveling public can expect delays when driving, bicycling or walking is these work areas. Please obey all traffic control signs and watch for construction personnel and equipment in the work zone.
